I don't necessarily think Sally was evil yes she did some F'ed up things. I think she just wasn't ever treated right and trauma has twisted her mind. Trauma can do a lot to a person and different people respond differently. We don't know that much about her past other than what was shown. She's a deeply conflicted person which is something I relate to deeply.
