Low latency doesnt mean the satelites are at low earth orbit, neither is it high latency when its at high orbit. The satelites are at low orbit because latency is lower when satelites are brought closer to the earth. There's still a possibility for technology to improve to allow satelites to be placed at higher orbits and still operate with low latencies. Do your research properly.
