I've been keeping all my set's spare pieces all my life exactly for this. I can't afford more than a set every year at most though so I don't even have as much as this.

Yeah even a couple of the first Avatar wave sets I got didn't come with tails for some reason. It could be dependant on the factory like you were saying.

The Bill of Materials only shows how many of each piece goes into building the model, not necessarily how many of each piece makes it to the box.
