• The strength of the council of ministers is fixed at ten per cent of the total strength of the Assembly. • President can issue ordinance when one of the houses of the Parliament is not in session. The maximum validity of an ordinance is 6 months and 6 weeks. An ordinance will expire after 6 weeks once both houses of the Parliament are in session.

Strength of council of ministers in Delhi is limited to 10% Max validity of 6 months. It ceases to exist after 6 weeks when both the houses are in parliament. (D.C Wadhwa VS state of Bihar 1986) - landmark judgement Answer (d) - Andaman and Nicobar Islands comes under Calcutta High court

how can someone talk about constitutional validity and miss out on Article 239AA(3)(b) - which clearly states ultimate power in every single matter in case of delhi resides with the UNION .. this is the power which union is exercising ..
