This is also how I read it. He's needling Lucifer, possibly to gauge how powerful he is. Also because as he's said before, miserable people are amusing to him and Lucifer is making himself an easy target with his obvious need to prove himself as a father to Charlie.

I think part of it is also that it's arguably harder to groom someone who has a better role model. Alastor wants Charlie under his thumb, but he can't have that if she relies more on Lucifer, because then what would she need him for?

Yea totally that’s what I think. Alastor very clearly is not doing this cus he actually cares about Charlie or the hotel, he’s doing it to mess with Lucifer. There’s definitely a major ulterior motive for everything Alastor is doing and I can’t wait to see what it is. Also it’s kinda weird to me that in most of the reactions I see to this episode that not many people realise that Alastor is clearly doing this for an ulterior motive and not cus he actually cares about Charlie.

More specifically R&D are the stuffed animals meant to serve as her companions/assistants/bodyguards, while Keekee is literally the key to the hotel that turns into a cyclopean cat (with an additional keyblade mode we get to see in the last episode, though it's possible she can only take that form in Lucifer's hands.)
