Dude, the Cardinals didn't decline the hold on 3rd down and 3. If you pay close attention, you'll see the next play shown is 4th and 4. The Cards accepted the penalty which backed up the Cowboys to a 3rd and 8. Which means that the Cowboys, on 3rd down,got 4 yards AFTER the penalty.
