Avon is responsible for bringing in the spiked drugs via officer Tilghman. Firstly, to get back at Tilghman for his treatment of Weebay and then to use the incident as a way to shave years off his sentence by informing the prison how the drugs entered the prison.
Avon was totally behind the apokong of the drugs, that's why Stringer went to Blind Butchie last episode saying Avon came calling. Butchie was the one supplying Tilghman with the drugs.

Don't let the real world propaganda or season 5 of this show fool you, they are extremely well-paid. Not just base salary but overtime and benefits. Baltimore City cops also exploit the shit out of it to the point where an audit a few years ago showed one guy making over a million a year. Where I live, not too far from here, there was a story last year about a cop making more than the mayor.
Notice that D's best friend in prison died to those hotshots - Avon just had his friend murdered and is asking D to trade that in for some time off his sentence - it's basically blood money.
