Well, it would Technically be Easier to get Stewards Gift on a Fresh File. You just Wouldn't have ALL the Meta Progression Upgrades and No Ember Shop, Making it Quite Difficult.
Yeah, Its in the Game. You Might Not have it Unlocked. Its a Weird Unlock Requirement. The Hint I'll Give you is "It Gets Unlocked by Playing a Mini-Game that you can Access from the Main Menu..." If You want the Exact Answer/Way to Unlock Doom Shell either Ask Me for it or Go to The Official Ember Knights Wiki.

Yeah, its Good that its Not an Achievement. The Developers are Great at Keeping the Achievements 'Easily' Achievable. On the Flip Side, Having Achievements like this Would Promote Endless Looping. A Feature that is Fairly "Unused", as in after 3-4 Loops the Vast Majority of People have Ended their Runs. Overall, I Think its Beneficial to Get Steward's Gift Once and to Push the Limits of Endless as Much as Possible.
