Well him being a saiyan would explain alot actually he gets stronger after each fight especially near death his hair never changed colour or style never neded a haircut atall and he loves to fight and tease his opponents he's another original vegeta i swear
Honestly, he should be playable as a joke. He's like Neco-Arc in a way, where he has shit range and shit damage, but can realistically still win. I don't think his hurtbox is smaller, either.
his hurtbox is kinda weird according to Tmm even tho highs connect normally triple electrics and a lot of other combos that work on normal size chars are gone
I don't see why you can't add all the story characters to PvP as long as you add a clause to prevent them when you don't want them to. Have it be the default; like how rank +/- 2 is default but you can change it to any rank.
It reminded me of the time when in a fighting game we played every character or used the character we liked, no matter how good or bad he was. Nowadays it's all about tier list or frame data.

For a story exclusive character that’s meant to be a younger weaker Kazuya. He can still do some work in the hands of a good player. Maybe Kazuya was just holding back

I was in shock when I seen kid Kaz do normal people damage. I was convinced he was gonna do like no damage at all(I didnt play the story mode myself only seen but Im just assuming he did barely any damage to young Heihachi, I dont remember exactly).
