I both feel bad for and hate strauss, he was loyal to the gang and just wanted to take care of them, but the way he did it got Arthur sick, and got a lot of good people killed
I feel bad for Strauss too, he is the smartest of the group, and he earns a lot of money for the gang, most importantly he does it without any bloodshed and sometimes it's even legal cash. Then again, it's impossible to really like him, mostly because he sends others to collect, he steals from and tricks the poor, he doesn't fight so to most the gang he's kind of useless, and in general he doesn't participate in most the gang's activities.
This would've been right after Arthur and the rest got back from Guarma, but before Arthur actually knew he was sick. I think he just didn't shake his hand because he, like most of the gang, isn't too fond of Strauss for preying on the poor for money, and the fact Strauss can't really fight and is stubborn and picky. Arthur already doesn't like him much, which only grows after he learns Strauss indirectly got Arthur sick, which led to his death.
