It was pearl who did that cuz she's the chair person in the videos meeting so its her obligation to cast votes for those who are absent. Obsidian only casted Agates stone cuz she probably know the stones whereabouts, hinting that she may have killed them

Aventurine, Sugilite, Pearl & Obsidian are my 4 favourite. Sapphire is a maybe (coz gryphons look like pegasus’, reminds me of crystal beast sapphire pegasus from yugioh). Opal, Agate, Jade, Topaz & Amber dont tickle my fancy. Edit: ew if those are Pearl’s ears and she is some mermaid kinda thing, i might take back what i said. it makes sense coz pearls come from clams. Edit: the fanart of obsidian with the vampire vibe pointy ears, that’s putting me off.

CEOs are the head managers of a corporation, but they're elected by the Board of Directors (BOD) and answer to them. Diamond is probably the head of the BOD, aka the Chairman.

Diamond is P47 while you need to be P48 to be a Board Member. The only known P48+ are; Taravan, he is a P48 and also an emanator of the preservation(which is where Diamond got the approval of trying to take over Penacony). Madam Scarred Eye, another P48 and also the Head of the Business Consolidation Department. Arita, another P48+ and the head of something in IPC. There's even the two founders, DongFang Qixing and Louis Flaming. Louis Flaming specifically is considered to be the most powerful besides the Aeons and the biggest stakeholder of the IPC. Basically, Diamond is just one of the bigger cogs that work for the IPC. Dont quote me on this but I believe he's trying to get the votes of the Board of Directors to be one of them? which is the reason why he created the ten stonehearts and the strategic investment department. You can also notice in the trailer that Jade mentioned they gained another vote from the board for taking over Penacony which is a big deal for them worth a stone heart. All of the information can be found in game or in the wiki for a better understanding. The lore of HSR is Huge and this is just one of them.

There are also the two founders which Louis Flaming specifically is considered the strongest besides the Aeons. He's also the biggest stakeholder in the IPC. All in all, Diamond is just a cog of the system which he's trying to become one of the Big 7 or the BOD but he needs to gather the votes of them from the current BOD which is why when Jade mentioned they got another vote from the 7 in the trailer, its a trade worth of a HeartStone.
Qlipoth is the only P50, in P49 I think it's Louis Fleming and Dongfang Qixing cuz they are the founders. In P48 we have Head Department such as Arita, Telora Farnsha, Madam Scarred Eye and Taravan Keane another Emanator of Preservation. In P47 we only have two head Department : Diamond and Oswaldo Schneider. In P46 there is Jade, Obsidian and Opal. We don't know yet the ranks of the others Head Department such as De Wayne, Korapao, Yabuli, Mtooyin Raj Zazzad, Yan Shiluo but given their positions I think we can assume they could be either P47 or P48.

And also likely them making it ironic to have a very high ranking IPC member, practically second in command behind Diamond, to look like a child. All in all, I like it. I see the irony they want to paint and find it funny.
