Not true, some have adds already downloaded and still show them, some just make you wait until theres internet when it wants to show an ad.

I’m gonna be so real, Gangster Vegas on mobile is actually pretty fire. It checks all your boxes and more. No ads. Relatively hard but you don’t have to pay to win. Fun storyline. It might copy GTA’s storyline? But regardless, it’s a pretty good alternative if you don’t have the needed platform.
