To say Maki is stronger than Toji is wild. Toji lost to Gojo. Gojo lost to Sunka. Maki Lost to Sunka quickly. Sunka in full form. Without seeing Maki fight Gojo we can't say. There's so many variables. If that possesion lasted longer we'd have seen a very different Culling Game.

Toji is more used to fighting people, has more experience in combat in general, and makis arsenal but better (he has SSK, ISOH, COTM, and if you count it playful cloud, no shot she is winning)
