I-Team: Driving over the holidays? Here are the GA cities that rely the most on ticket money...

DARIEN, Ga. - You're driving through a Georgia town or county, glance in your rear view mirror and see something that's going to cost you big time. Blue lights.
You broke the law. But did that city or county do something equally troubling? Are they relying too much on ticket money to keep their budget in the black?
In 2016, lawmakers approved legislation aimed at reducing the chance of communities running a speed trap. It limits speeding ticket revenue to 35 percent of the law enforcement budget. Any ticket for speeding over 20 miles above the speed limit is exempt. But go over that 35 percent limit and the police agency can lose its permit to run radar or laser.
Few do. But critics say that law has done little to curb our state's dependence on fines and fees.
But a nationwide study by the online magazine Governing.com 2019 found nearly 100 Georgia cities relying on ticket money to fund at least 10 percent of their annual revenues. Places like Jonesboro (35%), Pine Lake (22%) and Stone Mountain (22%).
Darien is even higher. The coastal town was founded in 1736, the second oldest planned city in Georgia. It currently relies on ticket money from all violations to cover 46 percent of its revenues.
People line up for court day in Darien. Most of them don't live in the city.
"I think the basic insinuation is that we're doing something wrong," complained Darien city manager Tim Sweezey. "And that is simply not the case."
The fishing in Darien is legendary. On one side they haul in shrimp from the Atlantic Ocean. On the other, they haul in super-speeders from Interstate 95.
"If you was fishing, I'd say any stretch of 95 is a good fishing hole," admitted Darien police lieutenant Anthony Brown.
A four-mile stretch of I-95 is inside the Darien city limits, even though the main part of town is a couple miles away. We watched Lt. Brown stand outside his police cruiser, carefully aiming his Lidar laser gun back and forth in both directions. He routinely clocked drivers going at least 80 in the 70 miles per hour zone. He won't pull anyone over unless they're going 85. But for this seasoned cop, it really is like shooting fish in a barrel.
"So you could be out here 24/7 and write tickets," I asked.
"Yes. Correct."
Lt. Brown's official mission for this town of nearly 2000 people: public safety. But some see something far more troubling in a speeding ticket.
"I think the city should dwell in the city and take care of problems that arise in the city and not be out on the Interstate," complained Joseph Howle from Hartsville, SC. He agreed not to fight his speeding ticket in exchange for a fine reduction. It still cost him $248 cash to put Darien in his rear view mirror.
Darien has an annual budget of $4.1 million. In one year, they collected about $1.9 million dollars in fines and fees.
"If we're relying on fines and fees to raise revenue for a city, that means in order to keep the budget up we need there to be more crime," pointed out Weiss from the Fines and Fees Justice Center. "That's not sustainable."
Darien city leaders maintained they're doing nothing wrong. So they invited the FOX 5 I-Team to come see how it works. We sat through a morning court docket, drivers showing up to plead their case to judge

MY brother was a State Trooper in NJ, He told me local towns would write speeding tickets on the Interstate often. When an emergency occurred on the same Interstate, the locals were nowhere to be found.

Tax collection fueling a corrupt system by small towns with a slice of highway gold. McIntosh and Camden county doesn’t deserve the sordid revenue. Good reporting. Sick, sad world where cash is king and all I wanna do is get through Georgia...

Police officers choose to use lidar guns over radar manly to generate revenue to their state or town. Because they no you’ll never have any chance of hitting the brakes on them unless you are using jammers. Think about it, your out there traveling unprotected and you have no way of knowing they’re either around or miles away, which Is very risking taking a chance getting caught speeding. 🤷🏽‍♂️ That is why I choose to always drive with a radar detector In my vehicles and more because what sense does it make for me to drive anywhere if I have no way of knowing they’re around 🤷🏽‍♂️ Knowing is always better then Consequences, meaning taking risks everyday you drive to getting pulled over for senseless traffic tickets All because you never known he was in some unmarked police vehicle or anything.

Nothing worse than feeling like your being entrapped and then purposely robbed by a cop, the good guy. Doesn't do much for respect, their motives dictate the respect they get. Their keeping the community safe has been turned into warpped robbery in some cases. The lady's right relying on crime to pay the Bill's is counter productive to their mission.

It is in most states. Especially that state of Georgia. Georgia law requires marked units with a minimum of 4" lettering on the rear and 6" on the sides. And be visible from the point of radar contact the only ones exempt from that are Georgia State patrol. Thing is most people don't fight so they just pay the fine and cities can get away with illegal acts

If tickets only imposed points and other penalties rather than fines that went directly to the jurisdictions writing the tickets, you’d see a decrease. It’s a cycle that encourages police to write tickets to further their town, cities & municipalities’ budgets rather than promote the public safety. It’s a total scam to call it anything but exactly what it is, a money making scam.

Going between both Augusta, and Atlanta on I-20 from Crawfordville-Social Circle,Ga on back, it's a speed trap country all day! From Tailferro,Greene,Morgan, and Walton Counties.

UK look at the accident rates on roads, then decide if and where a speed camera needs to go. But London is worse with fining motorist for all sorts of driving related issues, and they do make a lot of money out of it. And you guess right, they do not even try and sort out the roads where the issues and big fines are.

Radar detectors are useless against police laser because once they put the red dot 🔴 on your vehicle either a mile away or close near and pull the trigger they’ll already have your speeds instantly like lightning before you could even hit the brakes Police Laser is very accurate and very quick like lighting. The beam which hits your vehicle is about 12inch wide to 5ft wide in diameter, depending on how far you are from them. Me using protection not only helps keep me more out of trouble from police harassing me but using protection against police also helps me constantly maintain a cleaner driving record and lower insurance rates. If I was traveling at night running 75mph and decided to get around others by traveling a little faster I can do those things safely without taking risks running up on a some policeman monitoring speeds ahead or just them sneaking up behind me 🤷🏽‍♂️🤷🏽‍♂️🤷🏽‍♂️🤷🏽‍♂️ 🤷🏽‍♂️ Makes a lot of sense doesn’t 👍🏽😁😁

I’m not the type of person to say stop the police from writing speeding tickets. I have family driving on these roads so preventing fatalities is very big 💯💯 Good job police 👮‍♂️
