I actually like Walley, he's the only friendly rival I've ever liked... though I also didn't waste my time looking for ralts because I thought it looked weird, and evolved into a girly Pokemon, you know typical child thoughts, girls have cooties. To me he was what friendly rivals should be as long as it's not done too much, because you're an experienced trainer, you played the previous games (unless it was your 1st game), you know how to handle yourself even if your character is doing this for the 1st time. Walley represents what you used to be, you're the veteran training this kid so that eventually he gets strong enough to be a worthy rival, a worthy challenge, and you help him out of his shell. Another reason probably, Walley is relatable, he's a nervous, shy kid afraid of a lot of things, afraid of change, but you help him out of his shell, that's also the thought I had for Ash and May's relationship in the show, she's starting out, and while he's still learning himself he is also experienced and teaching her how to do the whole Pokemon thing.

Your dad tells you, you can't fight him until you beat 4 gym leaders yet you can completely skip the 6th gym because they didn't create any obstacles outside of the kekleons which is also blocking the gym and the only hm you get access to beating her is fly which isn't required.
