From Delgado to Roberts every Master was the 12th Regeneration or 13th persona. The first Master (Delgado) decayed (Pratt and Beevers), and possessed a body (Ainley). Then was put on Dalek trial (Tipple) and killed. The remains were taken by the Doctor until the TARDIS crashed. The Master's consciousness possessed another body (Roberts).
