The IEC is set to seek clarity from the Constitutional Court on its ruling that the voters' roll must contain the addresses of voters. On November 30, 2015 the court ruled the 2013 Tlokwe by-elections were not free and fair because the voters' roll did not contain the addresses of those who voted. The IEC will argue that millions of South Africans, who are registered but don't have addresses next to their names, will be disenfranchised should they be excluded from voting in the 2016 local government elections.
