The guy Bowser burned isn't dead he just became undead when Koopas die they become dry bones which are basically undead skeleton versions of ordinary Koopas so this would be grievous bodily harm and necromancy since he should be dead because of those flames but it just leaves him undead.
Slappy and his other monsters are immortal you cant execute them for their crimes the only thing you can do is confine them the way Stine does you also missed his action after the end of the movie since he traps Stine inside of a book he wrote for him.
