True it was an accident with the 100000 mistake (and technically it is ms crawly who made the mistake) but it is his fault for not just telling them it was a mistake after he found out.
Moon did even more things, like the time he stole electricity, windows with which he made a large aquarium (without legal permission) that ended up destroying the theater (something that almost cost many people their lives) and also he got the aquarium water from a public tank.

You forgot that Mr. Crystal purposefully dropped Moon to kill him during the song that Rosita and Gunter performed. Thankfully, Rosita saves Moon from almost falling to his death. That is definitely considered attempted murder for Mr. Crystal!
