For me at least, I imagined both targets were metaphorical. So the first target represented just the general standards and expectations that the elders put on gillion, and whether they truly did promise him love or gillion thought he'd get love if he reached those standards doesn't really matter as he never reached those standards set by the elders. As for the second target, chip and jay never set standards to love and appreciate him but I believe that because of the elder's influence during his childhood gillion has these standards for receiveing love just hardwired into his brain. So as he aimed for the target, despite everything he'd been through with jay and chip, he still missed. It never said that someone set the target (like it said that the elder set it) but merely that he saw it. So yeah in the end the second target was just the expectations he'd learned from the elders for receiving love. it didn't have anything to do with Chip or Jay as they never had any expectations for him, they loved him regardless and he didn't need to prove anything to them or do anything for them hopefully this made a bit of sense www
