About the one where you can no clip with a boat, you dont actually need a dispenser and a water bucket, you just need to place the boat as close as possible to the wall. Its best if you aim for the 5th-7th row of pixels from the bottom of the ground block (bottom being the closest pixel on the top of the ground block)

Bout the water in the nether, you can do that by overwriting the nether dim-type and disabling the "ultrawarm" setting. Then enjoy doing it with a bucket
