Beam fixtures like these have arc discharge lamps in them. The second board being added at 7:00 looks to be the ballast that powers the lamp. That type of light source needs to be started or "struck" using a high voltage at high frequency in a similar fashion to flourescent bulbs. The ballast performs that job.
