The whole hot dog to bun ratio thing is actually quite simple. Hot dogs are counted as deli meats, and get sold by the pound. Check the packaging, each one is a pound in weight. The bun length 8ct you showed is probably still a pound since they made the dogs longer and lowered the count. Buns have no relation to this since they are cooked in pans that hold four, that's it, your just buying two pans worth of buns. *shrug* Just too much hassle to break them apart for packaging.

Response to the used video game thing: I once heard this from the doll community, but it applies here too. The only truly rare thing is almost never something you've heard of. Everyone's heard of Pokemon so there's a ton of copies, but it's a lot more rare to find someone with a copy of Starshine Legacy games. Even though even that's not really a rare game.
