I don’t believe H2A visas are capped. The problem is it takes two years to get a 6 month worker visa and farmers often can’t predict their labor needs that far in advance. Also workers work for multiple farms and no single farm wants to pay the sponsorship fees. The program is flawed.
My adult daughter has been in Australia on a work visa, now she wants to become a Au citizen. The way the US is going, I am ready to get my other kiddo over there! The Au poisonous critters are easier to spot than the ones here in America!

She shares stories on how the white children of the farm owners would laugh at them and call them all sorts of names. She became a business owner and raised both me and my brothers with hard work ethics. I look at her with so much pride and how hard she work for our family. Im 57 and she is 77 and I cherish her stories. She said no one can work as hard as our migrants and those farmers will suffer and so will the State of Florida. This happened a few decades ago in oregon when Reagan pushed against immigrants. No one else would pick the berries or produce. The farmers lost big. Guess we have to learn these lessons over... and over... and over.
It's also happened in Alabama and Georgia, and a number of other states. All of them learned a lesson and changed their policies. And more than agriculture is at stake. Undocumented workers also work in construction, gardening and landscaping, hotel workers, and a huge variety of other jobs that depend on cheap labor.
DeSantis may also have an underlying agenda of forcing the agricultural land owners to sell their properties cheaply to developers once they are unable to pay taxes.

Lessons for anti immigration agricultural states. As a white kid ag worker through my 20s, migrant workers worked laps around me on a regular basis. They are the only people that are capable of meeting economical production demands. They earn many times the pay they receive without question. Border problems could easily be solved by streamlining the system. Simply offer cost-deferred visas and work permits, along with background check for anyone who wants to visit and/or work. This way non-citizens could be taxed to cover indigents, and law enforcement could focus on real dangerous people. Too many resources are wasted on redundancy. People crossing national borders are no more or less bad for the country than people crossing state borders. Population increase through immigration is just as good or better economically than population increase through domestic birth. The vast majority of people trying to get in could afford temporary housing to get started, but end up losing their life savings paying crooked smugglers to get them past our absurd restrictions. This is all counterproductive and just political pandering.
Your understanding of Latinos in Florida is shallow at best. Florida has the most diverse population of Latinos encompassing every strata of the economy and every shade of political persuasion. Mexico is full of migrant workers waiting to come here legally on H-2A migrant work Visas. We have been hiring them legally for years and have never had a problem with getting help. Most people don't realize we have legal ways of bringing in migrants.

Another thing is when they are hired legally they have taxes deducted from every paycheck. The one's hiring the illegals usually pay low wages in cash and they pay nothing in taxes.
People will work IF they get paid. If you want to pay minimum wage or less, you need to have amazing working conditions and perks. Perhaps you need to think about what you can offer these folks if you cannot offer them money. For example: Can you offer them food? housing? free transit?
