For cancelled certificate of titles, it means iba na yung may-ari ng property. It's either nabenta na, namana na or nadonate. Kahit saan man dito ang cancelled na titulo is not safe to buy.
On the other hand, ang cancelled na annotation ibig sabihin may mga entries lang sa likod ng titulo na tinatak which is most common is mortgage. So once mafully paid or once mag lapse na ang mga restrictions or ano mang nakalagay sa titulo, pwede nang ipacancel yung annotation na yun. So kung cancelled na ang mga dapat icancel na annotation, it is safe to assume that you can acquire the property.
