Bu simdi optokapasitor mu oluyor ? Cunku altinda izolasyon amacli hat var ?

yüksek voltajlarda çalısan bir kondansatör herhangi bir opto özelliği yok.

It seems there's some sort of isolations under the capacitor. I assumed it was some sort of optocoupler like you see in SMPS circuits but there doesn't seem to be anything knocking down the voltage so just odd to see a coupling capacitor at HV for a display

Yes, you are right. There is a line under the capacitor for insulation purposes. At first glance it looks like an optocoupler.

What kind of display would be working with 5kv?

LCD TV inverter lamps typically operate at a voltage of around 600 to 1,000 volts. I guess the manufacturer couldn't find a lower voltage capacitor. :-)
