Chuckles is County Executive and that has significant implications for the development in Magnolia County. One of County Executive King's major priorities is the creation of an urban growth boundary (UGB) around Bend, which would reign in the sprawl that has occured in the area.
Ever the opportunistic developer, James Jones senses and opportunity, and is ready to pounce - the hill right behind he and Jamila's home will be ripe for development when the UGB is implemented, and he intended to purchase it and develop it himself.
In this episode, we'll increase the density of Bend by building on steep hills and uneven terrain. We'll spend time taming the terrain - making it respect us based on examples in the real world. After that, we'll infill in areas near existing development, and redeveloping significant portions of Downtown Bend.

Phil, it would be great to slow it down a touch when you jump into a new section of a build and zoom out to show exactly where in the city we are and what we had done before - a little recap before you jump into building :)

The grass surface painting gives a very specific look. HOA suburban dystopia. Worked with the rowhomes, but some of the single family looked a bit odd to me. In the cul-de-saced parts it fits, because that felt suburbia, but the curvy hillside felt more traditional pre-war and not something that's be under a HOA. Just my sixty-four cents.

That's very fair. I hope that at some point we get some surfaces that handle lighting a bit better and simply look maintained, but not dystopian, haha!

@@CityPlannerPlaysthe grass looks way better than standard lawn if your planning out a wealthy neighbourhood like the one in Bend Hills shows that they tend to their lawns and have most likely hire gardeners since they’re rich Overall keep the surface and use it for really wealthy areas

You don’t need to have an HOA to have manicured lawns. Where I lived in PA, everyone took immaculate care of their lawns and it was very different from the surrounding fields. There was no HOA.

I might tend to agree, but this is a brand new development, not something that has sprung up over time, therefore it would likely all be under a HOA.

De-zone the area across the street from the mansion, no way a developer would pick that spot with houses across the street blocking part of that view. Either that or place the mansion on the opposite side of the road with a dedicated driveway (alley) having the backyard with the view, much more likely I think.

If you ever need to grade row homes on a sloped street again, you can use the slope terrain tool without selecting a height and just drag along the length of the street. It will take the local height at every point along the slope and spread it out to the width of the brush.

I think the residence of Bend Hills might object the apartment buildings on Main Street overlooking their community for “privacy” reasons. Anyone with a telescope or binoculars can look out their window and peak on the nearby residence.

Many many episodes ago, when we built the boat dock, my husband and I noticed we didn't add a jetty. We thought someone may mention it, but residents still can't launch their boats! Also, thanks Phil, we've been loving the series!!!

I feel fairly confident that the Jones family would have kept the lots across the street so no one would build there, preserving their view. I live in a scenic part of Eastern Oregon, and we see this happen.

Hey Phil. You should let the Rocky Cliffs show a little more. I live in town that is very hilly, and there are lots of elevation changes all throughout the area. Most of our development areas have rocky faces. Even if it's leftover rock walls from blasting along our arterial roads, I think they look really good Edit: Spelling fix

The big apartment building you placed, the signature building. For a building of that size..I would expect there to be a fair bit of parking for it that isn't street side parking. Maybe adding a small-ish to medium parking lot for the building might be a good idea for all the residents.

@@mraustinworkingNo it’s not enough roundabouts that cause the tornados! This is a fact and you don’t need to look it up, but having multiple roundabouts helps the wind dissipate in multiple different places rather than all accumulate in one spot and creating a tornado! #MoreRoundabouts

Seeing that you love dogs, dog parks and the fact that your sims seem to do the same too….I propose that you create a “dog park”…a park to walk your dogs, let them swim in some water, poop behind the trees, run around in the grass. Maybe include a coffee and reading spot for the sims surrounded by benches to sit and watch their dogs. I love your videos…keep them coming!

YO CPP, if you're going to do any more development in hilly land you should look at crystal falls in leander, TX. The area is very hilly and is still being built up. You could use it if you would make a "rich" neighborhood

you really do a fantastic job of demonstrating how much potential CS2 has. A precise surface painter, multiple vanilla densities with randomized colors on all sorts of different parts of the plop for variety, roads with grass and trees placed without having a menu of 100+ different road types, easy roundabout placement, functional signature buildings, beautiful autumnal seasons... I'm so happy to see the mods available now allow you to build cities the way you love to in a timely manner. I really hope CS2 eventually blossoms into something beautiful, with a modding scene just as big as CS1's

Once you finished Bend Hills, I had an instant thought: Where I'm from, there are a few of those set back communities near the urban sprawl with large, but densely planned homes. More often than not, they have Italian themes and names (Piedmont, San Marco, Tuscany Ridge, etc.). I work as a delivery driver and these neighborhoods are always called "Italian Village" by whoever delivers there. I think that's very fitting for Bend Hills!

I think you should add a (small) custom square with food trucks, seating for restaurants and trees with benches, in the downtown, with the space you made/can make by adding high density, but with smaller lots to keep the height realistic, like you did on the waterfront today.

I am personally very happy that you are going more heavy on the CS content again! Thanks for that! To the build itself! I am not sure that rich folks like the Jones would allow a high building like seen in 45:55 in the background of the Jones mansion. I don´t think they would allow any building on their side of the path at all and maybe even put up a high wall on the opposite side on Woodland, to block the view from the grey high rise in the foreground.

Perhaps Bend Hills could be Candorbury / Candorboro, a personal reminder to James to keep communication open and candid with Jameela. Also has opposing meanings to Hidden brooke, and a plausible alternative reference to various Canturbury towns and Tales.

What an awesome call-out to the SF Bay Area! I passed through Hercules many, many times when I lived in the Bay Area. Even today it's a "blink and you'll miss it" town on a major highway, but it does have beautiful views and surroundings.

As somebody who lives in california, I have been struggling with a lot of cities skylines content because it doesn't often reflect the type of terrain that dictates a lot of my choices during commutes, walks, lease choices, job picks, hikes, parallel parking, etc., so this episode felt super familiar to me! Hills and inclines are part of almost every development, and even if there is lots of 'flat' areas, its almost always a very drawn out incline and, of course, artificial. Whenever I visit a state with lots of flat land, it feels incredibly foreign and i miss seeing all the mountains or hills in the background OR seeing valleys below me. Thank you for this!! I love this episode :D

I have been thinking about the Jones' (idk if that's correct) for the past few episodes. I'm glad to see them bounce back and that he actually spoke to his wife this time. Also, before you started developing the spaces, they didn't look that big, but seeing how many homes you could house in that space, it blew me away. Love your videos man, love magnolia county.

Love it. It always fascinates me how cities deal with genuinely steep terrain. And what you've done is often the way they go because anything else is just so insanely expensive. I think Sugar Grove would also have a single street with very large properties that all have lots that run down to the lake for that exclusive lakefront prestige..

Love to see another update. I always love to see the news reels. I really like the new neighborhood. I do think there should be a corner shop or two. Hopefully they put out some more assets you can actually place where you want. Definitely want some gas stations, grocery stores and some restaurants. Maybe even a Walmart and Home Depot/Menards.

Between not having the hedges and fences on every individual lot and the ability to connect all the yards with the manicured surface, it looks a ton better. It looked strange when the grid broke up to see all the regular grass poke through. I like what you did in this episode.

I am a real estate appraiser who frequently works in Hercules, CA. That neighborhood is called the Astronauts for it's streets named after famous spacemen. Though it's a tract development, they are some of the largest homes in the valley area that don't have views of the water.

Great additions to Bend, love the infill and detailing. I'm indifferent to the grass surface, I use it much like you to show where development has happened. I get why some don't like it though. Hopefully we eventually get more grass surfaces so their is more variety.

@CityPlannerPlays Phil - huge fan of the channel for the last few years. I think I watched all of VB one Christmas Break and was immediately hooked. Feedback on the City Tours. I’ve noticed that they have taken on a very different feel over the last year and change. More cute editing, more flipping and wipes between old and new, sync’ed with the music, more cinematic Birds Eye cameras views. Sometimes the cuts between old and new, back and forth, feel a bit much, and make it hard to enjoy the progress. And the sweeping Birds Eye camera views, while nice, don’t offer much different of a perspective than just watching you build in normal gameplay. I really miss the city tours of old, which mostly took you down to street level, into a person, car or train, to live in the city for a moment of zen. It is a much different perspective and is so neat to see. And at the end you would pull out to a wider view and show a wipe of what changed during the episode. The VB bicycle highway episode would have not been the same without the city tour riding along it! I love your work. You’re Bob Ross for a new generation. Thank you!

Hey phill, awesome videos. I liked this episode a lot because it made me consider the challenges the victoriana engineers must have had to overcome when building the town I live in. Although urban growth boundaries help facilitate a denser development pattern which fits smart growth principles, what people don’t talk about is that these boundaries essentially are acting similarly to the growth restriction laws many municipalities used to have that states with housing crises have recently outlawed. How this has transpired is that the boundaries are forcing infill developments which are great, but since they are in already developed areas, new housing developments are getting smaller because of the constraints of limited available urban sites/land and these developments are oftentimes taking longer to come onboard due to factors such as infill projects frequently needing code/general plan amendments, they typically face battles with nimby’s against density, and taller buildings often take longer to physically construct. These factors are making it tough for places who have implemented an urban growth boundary to keep up with housing demand even though the boundary is meant to create a more efficient growth pattern. This is a challenge that could’ve been mitigated if municipalities set up their growth boundaries to still allow for small areas of expansion and if they upzoned/rezoned strategic districts before implementing the boundary. All this aside, CPP is a pro and will have a good strategy to be able to work around the imposed boundary without breaking housing demand.

Great build as always. I think since James is trying to get as far away from the multi-front disaster that was Hidden Brook, Bend Hills should be something like "Shimmering Hills". Something thats the opposite of his folly

That look at Hercules was interesting, and it reminded me of how Mission Viejo was developed down here in SoCal. Much of that land was so hilly, people actually thought it was undevelopable. (I think there's similar aerial imagery of the area before it was developed, probably dating from the '60s, should you be interested in looking it up.)

A lot of those homes in the Berkeley hills are set lower than the road. I know that simulation doesn't allow for that, but that's one of the nice touches that it should someday in a future update. Most homes around there in the hills have a steep driveway to the garage, and stairs down to the front door from the street.

I like the idea of the horseshoe road itself being "Bend" and the area being called "James' Bend" well. So that the full address is "Bend, James Bend, Bend" I also wonder if theres a HOA character who lives in Bend who insufferably insists that all single family home neighbourhoods have a high quality level of detailing applied?

Since you used the aerial photos of Hercules as inspiration you could rename Bend Hills to Hercules Hills. Simple but effective.

I love the lighter colored grass texture on more high-end single family and more metropolitan high density residents. Makes the lawns look sodded and well manicured. For more rural or older parts of town, I would leave the lots natural.

I think Bend Hills should be called "Birdsong grove" In the future, it will become a small forest with a lot of birds. Maybe even a small pond in the park to?

I think grass surfaces do a good job to represent the area of lots (this is even more useful to show separation from a field/forest or if you don't use a fence to set a lot area). Even the different kinds of grass surfaces can be used to display the wealth/status of different lots. For example the surface with lines would be someone who spends more money on their lawn and are usually richer or the single tone surface is more of your average homeowner/lotowner. you could even have no surfaces to show an abandoned lot or maybe a homeowner/lotowner who doesn't take care of their grass.
