He is from Kuwait, and the crowd was chanting "bigode" which means mustache in Portuguese since he's the only competitor with a mustache

IOA exists because the Olympic movement understands that most of the time, the athletes shouldn't be punished for what their country does, so even if the NOC is banned, if an athlete qualifies for the games, they can wear the colors of the Olympics because supporting such athletes is part of the spirit of the games
