On the north shore of Bathurst, N.B., economic depression reigns. The Robichaud government and industrialist K.C. Irving are trying to revitalize the area in an unsteady alliance. While the two profess cooperation in the public spotlight, each subtly undercuts the other -- Robichaud with taxes and Irving with his all-pervasive power.
