When comparing Nisse and Epsilon, you forgot to mention the elephant in the room: Smoke. Neither Joan not Helots or Jammers enable a Nisse the same way Varangian Guard enable the Epsilon. It's not just power creep in a vacuum but even more so in context of the whole faction.
The Zeta still has DA ammo in ARO and can be backed up by a Lynx sniper. The Climb plus does allow it to climb on roofs to shoot other units on roofs or to get unexpected angles of fire. Just hanging off of buildings is also good defense from melee experts.

Maybe its right that the faction as a whole should be taking into account, but, what happens when O12 would get more options during the year... it would change the balance in their favor with each new profile
is that a problem? Shouldn't new factions and units cause a meta shift that requires you to change your established playstyle and unit choices? If changes don't do this are they necessary or aren't they just useless reskins (how many different colored Space Marines versions do you want in your game?)
