Well, since Tokyo doesn't use road salt, that's not an issue. In reality, Tokyo doesn't treat the roads after a snowfall. The snow just packs down until it naturally melts, with the city restricting road traffic to vehicles with chains until it's melted. The city only gets 9.5 days of snow every year (in the past 75 years they've only had 9 or 10 days per year), with only a small accumulation over that entire period from November to March. There have only been 6 years in those 75 where snowfall totals have been more than 15 cm (6 inches), and so there really isn't much need for the city to pay out for clearing and treating the roads.

⁠@@InuKun2008 here in the UK there are lot of cars driving around that have been imported from Japan, because they’ve been well looked after over there and are usually in a far better condition than their UK equivalents. The roads here are salted pretty much any time the temperature gets close to freezing, so unless you’re prepared to pay for corrosion protection, rust will always be an issue with UK cars. With the Japanese imports, you generally don’t have to worry about corrosion.

well the government can subsidize this sort of thing. It might actually be beneficial to the economy because in Manhattan where they do not have any space they can build this sort of thing underneath a building and that means that you have more space to build on.
