On a staging job in one of the 1-bedroom $1M (a few years ago) units, we found the finishing horribly shoddy- Shaky toilets, kitchen plumbing that needed work, window glazing crumbling, crooked fake fireplace mantle, squeeky floor tile, not enough outlets, all that rebar makes a farady cage, so no cell signal towards the center of the building etc. etc. The penthouses might be different (the hotel suites are nice, with a bit more modern decor). As other comments point out, the decor is 1980's rich grandma, and any buyer will move it all out, but not sure if you'd be allowed to gut it to fix everything. There's more than one reason there's so many empty units.

I can't imagine how it would look in the Wintertime with all the snow and a Christmas Tree next to the window. Just Beautiful. Have you seen Homes in Guadalajara, Mexico. Just visited there to see a friend who retired there. The Homes are huge with magnificent pools and some nice Penthouses. There are many Hi-Tech companies there. What I like about it is that the high-end malls are secured by the Military, and they will shoot to kill. No problems there. We need to do that here.
