Inside Mexico's Most Powerful Drug Cartel | Foreign Correspondent

Tens of thousands are missing, many more murdered. So why are Mexico’s violent drug cartels operating with impunity? We go inside the most powerful cartel to meet the footsoldiers. Corruption, they say, goes right to the top. Produced in collaboration with Ben Zand and Vice TV.
In Mexico’s Sinaloa state, violence has become a way of life.
Home to the country’s most powerful drug syndicate, the Sinaloa cartel, murders and disappearances are rife.
The police, meant to protect the population, are often the targets of violence. Over 500 officers were killed in Mexico last year.
They’re also often complicit, with corruption in the police force and government a major problem. In this shocking portrait of a country caught in the grip of organised crime, reporter Ben Zand takes us where few have gone - inside the Sinaloa cartel in the Sierra Madre mountains where he witnesses the group’s operations up close.
At their hidden base, the group grows poppies and marijuana for export, fends off outsiders with guns and bribes visiting police and security officers with money and women.
“The government is the one in charge” say the local leader. “The cartel is only as big as the government wants us to be.”
Commentator and writer Ioan Grillo believes that the police and military used to have the upper hand with the cartels but says that’s now changed.
“Some of the cartels have become much more powerful,” says Grillo. “[now] the cartel is actually bullying and controlling elements of the security forces.”
It’s the community who’s paying the price for corruption and impunity.
Mirna Quiñones’ son disappeared suddenly 7 years ago. When police refused to help her, she set out to find him herself.
She went on to set up the Trackers of El Fuerte group which helps parents looking for their children. In the last seven years of searching, they’ve uncovered over two hundred bodies.
“There is no justice. We all know that. I have been threatened by the municipal police here. The government and crime are united.”
Interior Minister, Olga Sánchez Cordero, concedes there is corruption. “The trials, and the investigations, are deficient”, she says. “Lawyers are threatened. Judges are threatened. That is just the reality.”
But she maintains the government is doing its best to investigate the cartels and to undermine their support base.
Investigative journalist Anabel Hernández disagrees, saying she has little faith the government of Andrés Manuel López Obrador, elected two and half years ago, will tackle the problem.
“He promised to do something different but….it’s just the same. Nothing changed. In some parts it's worse."

@@marcomartinez8631 people don't have a problem with them coming to the U.S legally. They have a problem SUPPORTING people who never paid a dime into the system at the expense of American citizens who've paid into that system their entire life. People used to immigrate and get a job, become self sufficient, and start adding to the American bargain. Now many show up and have 4 children that WE have to support. If you want to come here to better your life, you're welcome. But everytime I see the line wrapped around our local social services agency, and they are all non-English speaking Hispanics with two or three babies each. All I see are useless freeloaders that couldn't care less about improving their lives or America. They just want hard working Americans to foot the bill for their lives, while their husbands work under the table paying NOTHING into the system. That is a parasitic culture with no personal responsibility and no love for the country that took them in. I'd let anybody come here if it was up to me. Only one rule. No state or government benefits for you or your children for the first 10 years. Do that and watch border jumping half instantly. We have our own homeless, addicted, poverty stricken people to take care of first. No other nation allows the bleeding of their social safety net by noncitizens. Most other countries require an extensive interview process that ensures that you will be working and are not affiliated with any criminal activity. They only pick the people who are an asset to the nation. They leave freeloaders where they belong, in their own country to be cared for by their own government. We've created an incentive structure that rewards the worst people coming here. I suspect these people are a minority of the migrants. But a significant and growing minority. A very costly minority. Every illegal immigrant cost us. Every single one. And they paid nothing into the pot. I consider this deeply immoral. Narcoseries and movies glorifying druglords, such as el Chapo, Amado Carrillo, Pablo Escobar, and also Hollywood movies like scarface, the godfather, among others make youngsters want to be part of it because they want money, ladies and fame, the truth is that most of them are killed in less than five years, these are the "missing people".

This is a excellent documentary. Thank you for exposing this and doing so in such a thorough way. I am a U.S. citizen and I lived in Mexico for a few years. When I was there, I spent two hours on an Army base with the Military Police and they brought in a National Guard supervisor (Policia Federal/Commissioned Guardia Nacional) to answer for a major corruption problem involving a quash of a National Guard (Guardia Nacional) special operations tactical unit...(I'm the victim). I bring this up here to let everyone know that corruption related to terrorism is a problem in Mexico to.

@@juandomingoquirozmendez3246 I was a refugee in Mexico based on a US government federal terrorism in the United States; I could not get any victim help from my government. A out of control CIA Operative whose in legal trouble in the United States followed me into Mexico running a illegal black operation and bribing the authorities to not confirm the case history of terrorism from the United States. That went on for a couple years with the former President opening two Policia Federal (Federal Police) Investigations and not even CNS Federal Police Special Operations units deployed from Mexico City into tourist areas like Playa Del Carmen were able to get jurisdiction to confirm the case history of terrorism from the United States. In Playa Del Carmen, I was venting my frustrations to a nice Police Officer I met at a OXXO and I pulled a bunch of government letters and a law enforcement phone list out of my purse and gave them to him and offered myself up to be arrested if my case wasn't true. The cop knew someone was going to be arrested but right then he wasn't sure if it was going to be me or the CIA Operative. Within 24 hours the cop came and found me looking for names and phone numbers for the CNS Federal Police Special Agents from Mexico City I had from when I stayed in the same hotel as them--the cop had talked to a FBI Special Agent in Homeland Security Investigations-Joint Terrorism Task Force on my phone list about my case so he needed to connect the law enforcement dots. Unfortunately the cop could not get help from the CNS Federal Police because of ongoing jurisdiction problems within the agency. A few months later, the first major terrorism problem occurred in Playa Del Carmen and that same cop was working in a federal Task Force with the Navy National Police so he passed the situation to them. Then there was another terrorism problem, then another and it kept spreading including spreading cross country from Playa Del Carmen to Mexico City to Puerto Vallarta etc. Besides terrorists just hating me, a CIA Operative was trying to avoid prosecution under international law. Any kind of terrorism problem would automatically make prosecution impossible by the International Criminal Court (ICC) so this CIA Operative was bringing in terrorists and stirring them up around me to avoid the Hague (ICC). This CIA Operative is still at large (not in custody) because he keeps recruiting more government officials to help him and stirring up terrorists around me to delay prosecution. There is a kidnapped kid situation in my case but that is another long story. Hope that answers your question. Ask me anything and thanks for your comments.

As a Mexican who lives in Sinaloa, I want to tell you that you cannot imagine how romanticized being a drug trafficker or a criminal is, It's screwed that here in Mexico they make movies, series and music showing drug trafficking as if it were something to admire... Do you know what happens when you do that in a country where there are many incredulous people and where drug trafficking is something REAL? Yes, nothing good can come of it. I had some friends who had been smoking marijuana since they were 11 years old and I remember that one day they showed me a small plastic bag with a white powder, I find it shocking how at that age I was still playing with toys while some of my friends were already starting to use hallucinogens... The situation with drug trafficking here is surreal and I don't think I'll live long enough to see the day this ends although to be honest I don't think anyone here can think that this is going to end

@@sdla690 This is a really stupid point. It's not hypocritical to say, I want to allow all immigration but I don't want anyone to live in my house, nor is it with homeless people. The solution to the homeless crisis is not for the government to shove homeless people into random people's homes, the solution is providing temporary/affordable accommodation. The worst thing about your argument here was your phrasing 'If you say no to let an illegal immigrant to stay in your house with your family, I think the govt should say no too', the second statement has no correlation to the first, a member of government has no greater association with the country than a citizen, an illegal immigrant entering the country has no greater effect on a governmental worker than any other citizen.
