Many countries are trying their best to rehabilitate and give 1 more chance to their prisoners but its the complete opposite in America...in America,they try and make their prisoners more violent and more dangerous...also almost all the prison guards are bully in America.
That has a purpose American prisons earn money depending on how many inmates they are housing So to house as many inmates as possible they want former inmates to continue committing crimes and return to prison The most straightforward solution to that is to make their capacity legally depend on their rehabilitation ratio
