Pulling the tail of the belt - either the LATCH belt, or the vehicle's lap belt, or the vehicle's shoulder belt - from INSIDE the car seat can often make the difference between sweating and cursing and still having the car seat be loose vs. getting the seat tight without the need for swear words.
There are some seats where you can not pull the tail of the belt from inside the seat - these are typically found on some forward facing seats that have a solid wall of plastic between the child's back and the belt's path.
There are also a few seats that are the exception to the rule where you will have better leverage pulling the tail from outside rather than inside - but really, these are the exception.
