I do it so my screws all line up. It also marks the screw location so I don’t have to measure each panel and mark them all.

Correct, the purlins are 2x4s.

No worries, I know it can be different in other locations. You would think since the code is national everybody would be on the same page, but unfortunately every municipality is different. Gotta love big brother!
