It depends on the diameter of the threads, but on something like what we see here, you'd want to first seat the prop with the big nut at about 250 ft lbs. Then remove the nut and put the small one on at 125, followed by the big one at 250. That said, I can't recall ever seeing a single torque wrench being used on the prop nuts. Hell, I'm impressed if they even know to put the little one on first.
