Can remember getting in from the pub aged 18 and putting the Later on. First we had Bloc Party making their TV debut with helicopter (ru-vid.com/video/%D0%B2%D0%B8%D0%B4%D0%B5%D0%BE-9oXWGxM4PY4.html), and then this coming on. Was well on the way with the post-punk genre at time but this just sent me into orbit. Fucking amazing.
I wouldn't question it but maybe this is just because I'm German ;) but to be honest to me it looks just like the typical punk/emo style which was pretty modern at the time. Think about soccer every captain has this arm band.
