If you want technical ans. Case No. 1 - If Risers & Treads are under 300mm that should be measured in Running meters as per IS Code - 1200 Case No. 2 - Depends on BOQ Items as agreed in work order its is mentioned in sqm either in rmt, But in practically risers are upto 150mm and treads are in 250 to 300mm, so generally preferred all stairs stone shall be measured in sqm.
