There are a couple of reasons why people use the HoT version of Mei over HoO, one of those reasons being HoO is a new battlesuit while HoT has been out for longer, so people are more used to HoT, plus there may be a multitude of character models out there of HoT, while people are still making HoO animation models. The second reason imo is because HoT best represents who Mei is down to her core. "If saving you is a sin, I'd gladly become a sinner" is a line she says when she obtains her HoT form, and this one line defines who Mei is as a person. Not to mention, her HoT battlesuit is quite prevalent throughout quite a fair portion of the story. I can't say anything about HoO though, because I haven't gotten to that part in the story yet, but I love the HoO battlesuit design too
