I bought a barn find SD250 jan 2022 and found your channel soon after that. Just about finished my rebuild this summer and i followed most of your uploads which were very helpful. Hi Ryan. I'd get a couple of tank sealing kits. They come with cleaner and rust neutraliser. Then apply the tank liner. Sort the rust and any pin holes in one go. If you go this route make sure you get the ethanol resistant ones. I know some people have had bad experiences with them but if you get a good quality kit and do it right they work fine. I've done two tanks. One 8 years ago and the other about 2 years ago. Both holding up fine.
Behind the bubble will be porous letting out petrol fumes which is basically melting and softening the paint. You won't necessarily have petrol in the bubble .
