I’ve had a problem where the app randomly fills up the rest of my storage so no reason, overnight it shouldn’t gain 12 GBs but it does go away, but I’m not sure how I did it last time

Force to restart your iphone and if the problem doesn't resolve, delete the unnecessary history of your apps

No, when we turn off sync this iphone , photos and videos will not upload to iCloud, which will reduce iPhone storage.
