I remember encountering the target's wife in Valley of the Dolls. A blond woman with a strong Eastern european accent. Who would win: heavy ceramic plate armored SWAT police officer with a balistic helmet or a scrawny woman? Not a question in RoN. She beat the shit out of me! Mele did NOTHING to her, yet her punches put my fully geared operator (with a BALISTIC HELMET ON) into stun. I had no other option but shoot her. She did not surrender and I had no less lethal options. Mele should definetely be upgraded in RoN. It's weak to the point of ridiculous.

It's because it's a Shadow Company skin mod and not a DLC. In-game it's basically a random terrorist with the outfit skin of a soldier from another game. That's why the knife wasn't a combat knife.
Being taken completely by surprise can make people instantly surrender when it comes to the police, even elite soldiers, since they know that if they turn and aim they will become swiss cheese.
