IR Frequencies - Effect of force constant and reduced mass 

Why IR frequency of C-Cl stretching is less than that of C-H stretching even chlorine is highly electronegative? Normally as the dipole moment increases, bond strength increases resulting in more force constant. But here C-Cl bond, even having more dipole moment still shows less frequency of IR absorption as another factor reduced mass influences the position of peaks in IR spectra.
