They still do this ...but a psychological prison using technology tied to a persons dna .. Activists , dissidents and whistleblowers have an automated stream of harassment/torture directed at them . Utilising cell towers , satellite and drone mounted relay devices they send a stream of frequency combined to the targets dna. Place two phones on a table and dial the number to one , only that phone rings as only that phone possesses that number/frequency . Same idea with this tech, only the person in that room/building/city absorbs the stream of harassment/torture as only thry possess that one of a kind frequency/dna. Outwith any laws and courts certain ranks of police, govs and psychologists are disregarding laws and basic rights by inventing pretexts , taking the law into their own hands and targeting folk extra judicially with devices designed to mimic mental health issues as a sick way of retribution against anyone they dont like!
