If they don't need it they'll wreck it or stop others getting. It's "Keep Them Poor" for the Global South and developing countries. They don't want any industrial or manufacturing development that would mean competition for the US. For sure, energy is used to produce, distribute and exchange everything. But they've got their fingers in every pie. Look at the US. Domestically the economy is shit for most people and the infrastructure is crumbling. Most of the wealth of finance capital is imperialist, got from exploiting other countries. Same in the UK. Gov is geared up to support what's happening overseas including with the military. That's where the Gov manpower and resources are going...on all these wars since the fall of the USSR 1991.
