Is a walker stable moving the front wheels from the outside of the walker to the inside? 

The walker remains stable with the wheels on the inside as well as long as the walker is appropriate for the user.
This means does the user need a heavy-duty walker?
Does the user need a tall walker?
Does the user need a shorter walker?
Is the walker in good condition?
Does the user feel stable switching the wheels?
This is not a must-do technique IT'S ONLY A SUGGESTION.
If balance and stability are an issue, consult with a Physical or Occupational Therapist.
