It's explicitly true that Netanyahu has openly said that the plan, from his perspective, was for the settlements to make it impossible for Israel to give up the land it had seized, and to constantly expand that while claiming others were being unreasonable and creating obstacles to the peace process. He also helped to fund Hamas precisely to delegitimate the peace process. But in so far many ways, it goes back before 1947 even. The plan was always to opportunistically take what could be taken, and seek to expand on the gains later. The problem in large part has always been, and there is no realistic way this will ever change now, that the narrative of the state of Israel as an extension of Jewish self-determination and 'the only safe place for Jews' was weaponised to steal from and dominate the Palestinians, with the constant argument being put that it was under existential threat, that it was surrounded by enemies, et cetera. Whereas in practice, the west, and mainly the US in the context of 1947 gave most of Palestine to the incipient state of Israel without the consultation or consent of the inhabitants, or the neighbouring powers, and the evidence at this stage is that the 67 war, rather than one of pre-emptive self-defence (which in practice is largely not a legal doctrine out of that particular historical example) was a war of aggression in the absence of any plan to attack. Israel as a project of creating and maintaining an ethnoreligious state and removing the native population has always been the problem, but it has also worked. There is no way back on that, and even creating a viable Palestinian state would be borderline impossible today given the tiny shreds of territory left to them, and an Israeli state that has no intention of giving anything back, or even, realistically, allowing them to keep what little they have. And I should say, if the Israeli narrative that it is the only safe place for Jews is true, then we have all failed. And there is a big rise in antisemitism, some of which is directly attributable to Israel's behaviour, but a lot of it isn't. There's a big surge in antisemitism on the right that has nothing to do with Israel or Palestine, and has everything to do with historic cultural tendencies and antisemitic tropes. But if that were truly to be the only safe-haven, I would not trust it, for it is rooted in violence and dehumanisation, the fact it is against a different group does not make that any better.

In a sense that's impossible. Israel was created in Palestine, within the mandate of Palestine, largely due to US pressure on the nascent UN, and in violation of the recently incorporated right of self-determination of peoples. It was meant to award around 54% of the land and most of the farmland to the third of the population who were then Jews for the new state (most of whom were recent immigrants it must be said) and most of the remainder to a Palestinian state. Almost all of the land is now controlled by Israel, indeed arguably all of it is. Palestinians have never had even a counterfactual capability to engage in reciprocal categories of violence, because ever since the 48 war Israel has had such a level of power, combined with an internal ideology of maintaining an ethnoreligious majority, and territorial control, that Palestinians have only ever been relegated to the position they are in right now, existing in zones under control by Israel, subject to Israeli illegal detentions, extrajudicial killings, collective punishment, and political interference. Israel likes to describe Hamas as an existential threat, despite having overtly funded it in order to delegitimate the peace process, and despite it lacking the capability to do any serious harm. The massacre in October was horrific, and it was by far the worst mass killing they have ever achieved, and only possible due to phenomenal incompetence by the Israeli authorities. The tens of thousands killed since then, and the hundreds of thousands starved, that's always within Israel's power. Israeli politicians have talked about nuking Gaza, also within their power, as they are a nuclear state, in violation of international law. My point is the capability gap is so large, that the idea that Palestinians could ever do to Israel what Israel routinely does to them is an absurdity.
