NO one has said it's the Happiest Country but 🇧🇹 is a country whose development philosophy is based on People's Happiness. I think this confusion between "Happiest Country" vis-a-vis "Happiness Policy" needs to be understood.

Bhutan as a happiest country is misleading, as a Bhutanese I would say we are working towards being contend and valuing our environment with the aim of achieving happiness. However happiness is never forever lasting, doesn’t matter how much wealth we have. So it’s our state of mind and through GNH principles it guide us to that state of mind. So we as a Bhutanese never claim we are the happiest
