Phnom Penh was not that popular of a tourist destination in South East Asia for the last few decades, but things are changing now and changing quickly. As the capital city of Cambodia and home to over 2 million people, Phnom Penh is an up and coming SEA hub city that I think has a lot of potential and more to explore than meets the eye.
